Eldred Mtaner and Nhlamulo Shikwambana Elected as Chairperson and Deputy Chairperson of the COJ CIO Forum

On the 17th of May 2023, the City of Johannesburg (CoJ) conducted nominations and elections to appoint a new chairperson and deputy chairperson for the CoJ Chief Information Office (CIO) Forum. Eldred Mtaner emerged as the elected chairperson, while Nhlamulo Shikwambana assumed the role of deputy chairperson. Their extensive experience and qualifications make them well-suited to lead the forum toward achieving the strategic Information and Communications Technology (ICT) objectives set forth by the Municipality.

Eldred Mtaner, the newly appointed chairperson, currently holds the position of Chief Technology Officer at the Metropolitan Trading Company. With over 25 years of experience in the ICT industry, Eldred has a diverse background that spans various sectors, including banking, outsourcing, insurance, telecommunications, retail, construction, and community services. He holds a National Diploma in Information Technology, a BTech Degree in Business Administration, and possesses several product, industry, and leadership qualifications. Eldred is a member of esteemed professional organizations such as IIPSA (Institute of Information Technology Professionals of South Africa), the Institute of Directors, and CCMG (Contact Centre Management Group of South Africa). Throughout his career, he has been recognized with numerous awards for his contributions and excellence.

Nhlamulo Shikwambana, the newly elected deputy chairperson, is a Senior ICT professional at the Johannesburg Social Housing Company, a Municipal-Owned Entity of the City of Johannesburg Metropolitan Municipality. With a career spanning over 8 years in the Public Sector, Nhlamulo previously served as the Assistant Director responsible for Technical Support at the Gauteng Office of the Premier. He has established himself as a leader adept at managing complex teams and modernizing IT systems. Nhlamulo holds a Bachelor of Science in Information Technology and possesses various certifications, including Applied Information Security, ITIL Foundation V4, and NSG Pre-Entry into Senior Management Service. Currently, he is pursuing a Bachelor of Science Honours in Information Technology and is an Affiliate Member of the Business Continuity Institute.

Under the leadership of Eldred Mtaner and Nhlamulo Shikwambana, the CoJ CIO Forum will continue to provide strategic ICT guidance by overseeing the development, implementation, and monitoring of policies, practices, and guidelines aligned with the Municipality’s strategic business objectives. The forum’s mandate encompasses several critical areas, including corporate governance of ICT, alignment of ICT strategic goals with business objectives, prioritization of projects and resource allocation, dissemination of ICT goals throughout the City of Johannesburg group, and effective acquisition and management of ICT resources.

Furthermore, the CoJ CIO Forum aims to enhance the quality, management, and value of Information and Communications Technology as a strategic enabler for service delivery. The establishment of a knowledge base for the Municipality, monitoring and evaluation of governance and strategic alignment, and the fostering of an innovative culture are also key objectives. By fulfilling these responsibilities, Eldred Mtaner and Nhlamulo Shikwambana will ensure the CoJ CIO Forum’s success in its role as an advisory body for Information and Communications Technology within the City of Johannesburg.

The appointment of Eldred Mtaner as chairperson and Nhlamulo Shikwambana as deputy chairperson marks an exciting new chapter for the CoJ CIO Forum. Their leadership, expertise, and commitment to excellence will undoubtedly drive the Municipality’s ICT initiatives forward, leading to improved service delivery, innovation, and progress throughout the City of Johannesburg.
